HSE to Adopt a New Development Programme
On March 20, at the HSE Staff and Student Conference, HSE Rector Yaroslav Kuzminov presented the key points of the new Development Programme for the period extending to 2030. The points he suggested have prompted a series of discussions in the university corporate environment aimed at choosing the best avenues and tools for development.
In a month, HSE University will approve the new Development Programme up to 2030. In the next few weeks, working groups will discuss various areas for university development, including staff, fundamental research, applied research, education, and others.
According to HSE Rector Yaroslav Kuzminov, the new Programme will present HSE University’s answers to the challenges facing Russia.
One of these challenges is the global competitiveness of the Russian economy in the digital and technology revolution. And HSE University is ready to prepare professionals to work on the frontlines of research and technology. It is necessary to preserve stability given the country’s strong social and geographical diversity. And here, HSE’s mission is to promote the development of local educational systems, local universities, and to increase HSE programmes’ and services’ accessibility with the use of online tools.

Vadim Radaev, First Vice Rector
One of the main drivers of HSE’s achievements has been the university’s excellent staff. We are going to continue increasing professional requirements in all staff categories; we’ll also improve the contract conditions for leading professionals and make them more consistent. The employees will have opportunities for different career trajectories and continuing professional development on the basis of their individual plans. A comprehensive social package, covering the basic needs of employees and their families, will be one of the innovations on this stage.
Maria Yudkevich, Vice Rector
The new Development Programme will provide for our top priority of developing internationally recognized research by expanding our network of international laboratories and cutting-edge research centres, developing research collaborations with leading Russian and international research centres and universities, as well as knowledge-intensive companies. Creating large-scale complex research programmes on global challenges will allow HSE to make a meaningful contribution to the country’s socio-economic development.
Cooperation with local universities and research centres will promote the development of Russian regions’ research potential by means of joint research, empirical projects, network programmes, research laboratories, internships and other tools.
We’ll continue strengthening the university’s research core and supporting leaders of research areas, including young researchers.

Some serious technology shifts are taking place today; a digital revolution and a big data revolution are happening, and the traditional structures of subject and educational areas will be changing in the near future. Given such unpredictability in subject areas, the university’s educational strategy aims to form basic digital, functional and project competencies and to develop digital university technologies, which will create new services and opportunities for educational quality (adapted learning projects, game simulators, independent and automated knowledge assessment, etc.). The university also aims to develop its teaching and learning processes on an educational platform that allows for creating flexible study trajectories and combining different elements from different programmes. An important part of this strategy is expanding educational programmes and markets by e-learning and network cooperation.

One of the important areas for action will be creating a world-class business school at HSE by integrating the programme from undergraduate level to ЕМВА, which will promote HSE University as a leader on the managerial education market. Making continuing professional education one of HSE’s educational priorities will not only strengthen the university financially, but expand its corporate networking.

HSE has already got a head start in the global rankings, having entered the ranks in 33 subject and industry rankings, and HSE is the only Russian university in the Top-100 of two global rankings of young universities. The task for the next period is to strengthen HSE’s positions in Sociology, Political Science and International Relations in the rankings of the top 50 best universities; to rank in the top 100 in at least ten subject areas, such as Education, Economics, Business & Management, Mathematics, Computer Science, History, and Linguistics; and to rank in the top 200 universities in almost all other subject areas.

HSE University Leads in Four Subject Rankings of ‘Three University Missions’ Rankings
In 2023, HSE University took first place in the ‘Three University Missions’ subject rankings in economics, sociology, management and psychology. The university also entered the top three in terms of the number of subjects covered by the rankings.
'We’re Moving On to the Next Stage of Digital Transformation'
Dmitry Bondar has served as Senior Director for Digital Transformation at HSE University since January 2021.
