HSE Gears up for Staff and Student Conference: A Look Back at HSE Perm

On March 20, a conference for HSE staff and students will take place at HSE. It will consider the university’s development programme and elect the new Academic Council. The previous conference took place five years ago, in 2014, and the university has changed a lot since then. HSE News Service talked with some of the university leaders about how their own work at the University has changed over this period.
Today, the HSE News Service spoke with Galina Volodina, Director of HSE Perm, about how things have changed in the campus.

What’s the main difference between HSE Perm in 2014 and now?
Over these years, HSE Perm has significantly developed its research endeavors. It all started with the creation of the International Laboratory of Intangible-driven Economy in 2014. HSE’s investment in this project was not in vain: now a great team of scholars from different countries conducts research in the laboratory on two grants of the Russian Science Foundation and has published over 70 articles in international peer-reviewed journals.
In general, we have several research departments that actively involve students in their activities. So today we don’t only provide quality education, we can also say with confidence that we truly live up to the our designation as a research university campus.
What has been the main achievement over this time?
HSE Perm has one of the strongest research and teaching staff in the Perm region. Our number of publications in international journals indexed by Scopus and WoS has increased by more than 14 times. At HSE Perm, researchers meet HSE’s publication activity criteria. This means an increased number of recipients of academic bonuses at all levels.
What’s the main failure?
Despite the fact that our researchers conduct research with grants from the Russian Science Foundation and the Russian Foundation for Basic Research, and we have far exceeded the requirements regarding effectiveness implemented by the Ministry of Education and Science, recently we have failed to achieve a significant increase in R&D and consulting. This problem requires, on the one hand, the formation of a track of applied researchers and experts, and on the other hand, the development of new areas: the digitalization of business and public administration, and intelligent systems development.
What would you say to yourself and your colleagues if you were to go back to 2014?
Moving towards a single contract and introducing open competition, like international recruiting, will require more time than we planned.
What is HSE Perm’s main goal for the next five years?
The next step in the development of HSE Perm is to consolidate positions in the Russian market and enter the international market. Perm campus actively attracts researchers and lecturers who we hire through international recruiting procedures, and students and staff participate in academic mobility programmes. HSE Perm needs to ensure the global competitiveness of educational programmes, research, staff, and infrastructure.
The conference agenda has been approved by the Academic Council and includes the following items:
- Review of the report on the ‘HSE Development Programme for 2009–2015 and up to 2020’ and discussion of its progress since 2014;
- Discussion of the key points in the HSE University Development Programme up to 2030;
- Election of the HSE Academic Council;
- Election of a representative body representing the interests of HSE staff.
When and where will it take place?
The conference will take place on March 20, 2019, at 1pm, in the HSE building on 57 Trifonovskaya Ulitsa, Moscow (Conference Hall).

HSE to Open Department of Geography and Geoinformatics Technology
